Moscow has manufacturing and production which can't be neglected in the economy but it's absolute nonsense to pretend Moscow finances the lazy regions.
Consider that for example in 2019 it was Moscow and Moscow oblast that had the largest regional deficit in absolute terms. pic.x.com/G8OAZ3Cayl

@GenocideAfrica Look : Irkutsk sent 1.76 trillion rubles to the FEDERAL budget (mainly mineral tax, of which 100% goes to the FEDERAL budget)
Irkutsk had a REGIONAL budget deficit of 13 billion rubles. If even just 1% (!!!) of mineral tax remained in the region it'd have been 4 billion surplus.
